0.0 Inaugural Season Rule Differences

  1. Player Allocation
    a. All players will be drafted to minor league teams at the start of Season 0.
    b. The Inaugural Season Draft by minor league general managers will be done as a snake-style draft (e.g. 1-2-3-4-4-3-2-1-1-2-3-4...), as compared to the typical reverse-standings order draft described in Section 8.
    c. The draft order will be decided by random number generator/team selector and streamed for integrity.
    d. Players who wish to have a player in the major leagues will be given the option to create a Capped filler with 350 TPE.
    e. Players who wish to enter the SBL draft after the first season of the SBLM will be given a 250 TPE boost to mimic the uncap season they will have missed.
    f. Minor League GM players will be drafted with the selection following their last non-GM player selection; in the future, these must be made according to the rules in Section 8.

1.0 Personal Conduct Policy

  1. Guidelines for Suspension & League Bans
    a. The Sim Baseball League Administrators, Commissioners, and Board of Directors are given input in enforcing punishments and suspensions on the forum. These punishments may be administered for personal attacks in any league-associated medium (forums, private messaging, league-related Discord servers), cheating, or any other action deemed detrimental to the league.
    b. Personal Attacks include any term, phrase, or expression with discriminatory content, including but not limited to race, sexual orientation, gender, nationality, age, disability, color, mental condition, religion, etc. Attacks regarding suicide, involving family, or any similar or other unethical attacks are grounds for suspension or bans without a previous warning.
    Punishments can include, but are not limited to, game suspensions, salary penalties, point-earning suspensions, posting suspensions, and/or forum or Discord bans depending on the severity of the offense.
  2. Appeal Guidelines
    a. Users receiving punishment may appeal their cases either on the site or SBL Discord using a thread visible only to the user receiving the penalty and the Board of Directors.
    b. Appeal conditions may be denied by the Board or Administration prior to a hearing in extreme or repeat cases.
  3. Illegal Activities
    a. Users engaging in illegal activities anywhere - forums, Discord, or otherwise - will receive an instant permanent ban in all league-related settings. These bans cannot be appealed; the league does not condone any illegal activities which include (but are not limited to) solicitation, theft, fraud, hate crimes, or otherwise.

2.0 Player Creation and Re-Creation

  1. New Player Creation
    a. Players will be provided 100 TPE to distribute to build their player on creation. These TPE can be spent on any attribute according to the following scale:

  2. Position Experience
    a. Players will be given 200 experience (the maximum) in their primary position at creation.
    b. Player Position Changes
    1. In the SBLM, players are allowed one complete position change during the off-seasons before earning over the collegiate cap.
    2. On declaring for the draft, players will be allowed to reroll their primary 200 experience if they stay within the same position group. Outfield positions may change among outfield positions (RF, CF, LF), and infield positions may change among infield positions (1B, 2B, SS, 3B). Players at specialty positions (Catcher or Pitcher) must remain at their position.
    3. Exceptions to the specialty position rule can be appealed on an individual basis based on major league positional availability.
  3. Re-Created Players & Carryover
    a. Re-Created players can earn a small boost in TPE following their minor league careers.
    b.After the re-created player goes through the SBL Draft, they are given uncapped TPE (“carryover”) equal to 5% of their previous player’s TPE.
    c. This carryover TPE may not exceed 150.

How to Earn TPE

  1. Capped TPE
    a. Each member can earn up to 11 Capped TPE (without a job) and 14 Capped TPE (with a job each week).
    b. Capped TPE  is earned by doing specific weekly tasks on the site such as articles, graphics, podcasts, themed tasks, job pay, welfare sim attendance and player brands.
    c. A working link to that task must be provided on your update page in order to claim TPE. If you back claim articles you must put the week you are claiming this article for at the bottom of the post you are claiming.
    d. Weekly Capped Tasks Chart
    The chart below shows what types of tasks are available each week to do for capped TPE. Please note that you can only claim one 8 TPE task per week and that it can not be claimed with (non-affiliate) welfare.

4.0 How to Update Your Player

  1. Overview
    a. Players will be updated via forum threads, located in the player database (if currently unassigned) or in your specific team’s pages if you’ve already been signed or drafted. A thread in the corresponding sub-forum will be the only way to improve your player by adding the TPE that you have earned.
    b. A player update post must include the following aspects to be approved:

    1. Points earned by task
    2. A link to the post for each task being claimed.
    3. A line indicating the player’s current TPE (prior to update) and the TPE after update.
    4. Which attributes are being updated, their starting/ending values, and the point cost.
    5. How much TPE is leftover (“banked”) after improving attributes.
      A sample player update thread with the required components is listed here.

  2. Update Scale
    a. As attributes improve, they become more expensive to increase. The scale for updating an attribute to a given number is shown both in Section 2 and here:

  3. Update Deadline
    a. The Simulation Baseball League operates on a Sunday to Saturday week, ending at 11:59 PM on Saturday.
    b. Updates may be processed by designated Updaters starting at 12:00 AM on Sunday.
    c. Any update posts or edits to update posts after 12:00 AM on Sunday will not be reflected in the game file for any of the games that week.

5.0 Minors Rulebook

  1. Minor League Career Overview
    a. After Season 1, every player created starts in the minor league.
    b. Players may opt to stay in the minor leagues for up to 4 seasons.
    c. Players are automatically entered in the upcoming draft in their fourth season or if they have updated past 299 TPE.
  2. Minor League Drafts & Contracts
    a. The minor league will hold a draft each season within one week of the major league draft, as documented in Section 8.
    b. If a minor league player is created during the playoffs or off-season, they will be entered directly into the minor league draft.
    c. If a minor league player is created during the regular season
    1. They can be signed via the free agency/waiver claim system to an Undrafted Player Contract according to the rules in Section 10 for the remainder of the season.
    2. After the playoffs, these undrafted players are removed from the team they signed with and entered into the minor league draft pool.
  3. Minor League TPE Cap
    a. All minor league players may earn up to 299 TPE prior to being automatically entered into the draft.
    b. A minor league player may continue to play in the minor league for up to a total of 4 seasons, but is automatically entered into the major league draft when they earn past the cap.
    c. The minor league cap applies to TPE (points earned), not the number of points applied to attributes.
  4. Uncapping in the Minor League
    a. A minor league player can earn beyond the 299 TPE cap whenever they are ready to enter the draft.
    b. The deadline for entering the immediate next major league draft is the Saturday prior to Playoff Week.
    c. If a player updates beyond 299 after the above-mentioned day, they may stay in the SBLM for another season (so long as that doesn’t cause them to exceed the 4 year minor league limit).
    d. After exceeding the college cap and declaring for the major league draft, there is no hard limit to the amount of TPE that can be earned.
  5. SBL Scouting Combine
    a. A player between 265 and 298 TPE at the start of Playoff Week may choose to attend the Scouting Combine, which will give the player enough TPE to reach exactly 299 TPE.
    b. The Scouting Combine will be claimable through Saturday at 11:59 PM of playoff week.
    c. Scouting Combine TPE will be applied AFTER the playoff sim file has been created, and thus cannot be used for the playoffs.
    If this TPE is claimed, the player MUST uncap and declare for the subsequent draft pursuant to rule 5.4.

6.0 Spring Training
  1. At the start of each season, GMs for both the major and minor leagues will be given a specific thread where they will list their assignments for seasonal attribute bonuses.
  2. These Spring Training bonuses must be made public in both contracts and in the Spring Training thread.
  3. The current number of Spring Training boost permitted per team is dictated by announcement to GMs on a per-season basis.

7.0 Season Rulebook
  1. Season Length - One full season is currently scheduled to run seven weeks, as divided below:
    a. Off-Season: 1 week
    b. Pre-Season: 1 week
    c. Regular Season: 4 weeks
    d. Playoffs: 1 week
  2. Pre-Season
    a. The Monday following the draft (described in 7.1 and Section 8 ), a pre-season will be played. The pre-season currently consists of at least four games.
    b. The Pre-Season will last for approximately one week as scheduling permits.
  3. Regular Season
    a. The Monday following the end of the Pre-Season as described above, a 120-game regular season will be played.
    b. The Regular Season will last four weeks, ending on the Friday of the final Regular Season week as scheduling permits.
    c. Teams will be scheduled to play the following totals of games, with schedules adjustable at the League’s discretion or with expansion/contraction (current: 4 team leagues):
    1. 40 games against in-division teams
    2. 40 games against out-of-division teams
    d. Trade Deadline
    1. The trade deadline will be announced and go into effect at the START of week 4 of the regular season.
    2. Players may no longer be traded between teams at the Major or Minor League level after this deadline.
    3. All minor league players created after the deadline will begin their minor league eligibility the following season (counting as a “redshirt”).
    e. All-Star Game
    1. The All-Star Game will be held during the third or fourth week of the Regular Season.
  4. Playoffs (4 team format)
    a. Every team makes the playoffs, and will be seeded based on regular season record (win %). That is, the highest regular season win % will be the first seed, the second highest regular season win % will be the second seed, and so on.
    b. The playoff will be run “Gauntlet” style:
    1. Round 1: 3rd Seed vs. 4th Seed, 3 game series
      1. Game 1 - 3rd Seed Home
      2. Game 2 - 4th Seed Home

8.0 The SBL Draft
  1. Inaugural Draft
    a. Snake-style draft decided by random number generator, to be posted & pinned in the General Manager forum.
    b. GMs will have their players assigned to their teams in a single-round auxiliary draft for documentation.
  2. Draft Order
    a. The draft order will be dependent on the previous season’s postseason standings. The worst team by regular season record to get eliminated from the playoffs will have the #1 Overall pick, and the other team to get eliminated during the first round will get the #2 Overall pick. The Runner-Up in the finals will receive the #3 pick, while the Champion will receive the #4 Overall Pick. This order will be adjusted as necessary as teams are added to the league.
    b. Draft Order Tiebreakers - In the event that both teams eliminated in the first round of the playoffs have the same record, the following tiebreakers will be used to determine seeding:
    1. Head to Head record
    2. Point Differential
    3. Strength of Schedule
    4. Coin Flip
  3. Trading Draft Picks
    a. SBL GM’s may trade draft picks up to 2 seasons ahead of the current season. These picks can only be traded based on round, not on selection.
    b.Draft picks may be traded at any time during the season, including during the draft.
  4. GM Players
    a. General Managers in the SBL will have players marked as “GM players” who have additional rules to follow.
    b. If a General Manager has their own player eligible for the draft, they must select and subsequently roster their own player. A GM player cannot be traded or released, unless retired. Failure to do so will result in the following penalties:
    1. 1st offense: 3rd round pick docked
    2. 2nd offense: 2nd round pick docked
    3. 3rd offense: 1st round pick docked
    4. 4th offense: Termination
    c. Other GMs are NOT allowed to select another GM’s player and force a trade.
    d. If a GM has multiple first round picks in a draft their GM player is in, they MUST use their FIRST overall selection to take their GM player. They cannot wait until a later pick.
    e. If a GM does not have a first round pick available in the draft their GM player is eligible for, they either need to trade for one or have their player sit out the entire season. The team must select the GM player in the following draft with their first round pick.
    f. Players that are awarded expansion GMs or take over as a GM anytime after the previous draft are EXEMPT from the rostered GM player rule as long as they have a player in the SBL Majors. They may choose to stay on their current team, or agree to terms with their player’s GM to trade the player for a fair value. If their player is coming up in the minors and will be eligible for the next draft, they are no longer exempt and must follow all prior rules with said player.

9.0 Bank & Player Store

  1. Player Bank Accounts
    a. A player’s bank account is money from contracts or other bonuses.
    b. Money may be used to make purchases in the player store.
    EFL Bank Accounts are kept up to date from season to season by designated Bankers (or higher level staff as needed).
  2. Player Money Rules
    a. Money cannot be transferred from one player’s account to another, even if the same user “owns” both players.
    b. Money does not carry from a user’s current player to their next player.
    c. When a player retires, his bank account closes.
    d. In the SBLM, a player’s bank account is only made up of his contract money.
    e. SBLM contract money may carry from minor league season to minor league season.
    f. SBLM contract money does NOT carry over to the major league.

    c. Options & Clauses
    1. Team Option - for the seasons designated, the team may choose to release a player to free agency (“pick up the team option”) in the off-season following the season designated with the option.
    2. Player Option - for the seasons designated, the player may choose to terminate the remainder of his contract (“pick up the player option”) in the off-season following the season designated with the option.
    3. Mutual Option - for the seasons designated, either the team OR the player may choose to terminate the remainder of their contract (“pick up the mutual option”) in the off-season following the season designated with the option.
    4. No-Trade Clause (NTC) - for the seasons designated, a player may NOT be traded without explicit permission in a public thread stating that the player waives their no trade clause.
  2. Salary Cap
    a. Major league teams will have a total of $100,000,000 in base salary cap to use between their players in the Simulation Baseball League’s first season.
    b. Minor league teams will have a total of $76,000,000 in base salary cap to use between their players.
    c. In offseasons after the first full regular season, every team will be allotted two luxury caps:
    1. $10,000,000 in a “Loyalty Cap” to use on retaining players that played the most recent season for their current team.
    2. $8,000,000 in a “Movement Cap” to use on obtaining players that have been released to free agency.
    3. These caps will be adjusted on a per-offseason basis as decided by the Board of Governors and administration.
  3. Rookie Contracts
    a. Rookies selected in the draft will be signed to a 3-season contract with a team option in the contract’s third season.
    b. Rookie Holdouts - A rookie who does not want to play for the team they are drafted to may choose to hold out before signing their contract. Please refer to the following section, "holdouts," for more info.
  4. Holdouts & Salary Arbitration
    a. Salary Arbitration is a tool available to players and teams to resolve disputes in contracts, be it in duration, salary, or seasonal bonuses.
    1. A player may apply for salary arbitration in the final season of your current contract. Arbitration is started when the player PMs a commissioner.
    2. A team may only bring a player to salary arbitration if they cannot reach a contract agreement in the off-season in which they are drafted. Again, they may begin arbitration by PMing the commissioner.
    3. A salary arbitration ruling will be determined by the commissioner and will be based on factors such as TPE, activity, and team composition, as well as environmental factors (e.g. other players in a similar position).
    4. When a team accepts a ruling, it is final. A team may walk away from an arbitration ruling, making the player an unrestricted free agent.
    5. A player may not walk away from a salary arbitration, and the deal may not be re-worked in any way during the first season of the arbitrated contract. In the final season of the deal, a team may give a raise on the contract and negotiate an extension.
    b. Holdouts
    1. A player who elects to hold out may not play in the SBL or SBLM until they have signed a contract to the corresponding league.
    2. If the player was drafted in the most recent draft, the team that has their rights has the ability to take them to arbitration, as described above.
    3. The team holding the player's rights has the ability to trade their rights to another team if they cannot reach a new contract.
    4. However, if the player holds out after signing a contract that is already in effect, they must sit until a new deal is reached or the player ends their holdout.
    5. A holdout's contract does not count against their team's salary cap until the holdout is ended or arbitration is complete.
    6. Holdouts will be monitored by the league's commissioner(s) to ensure that both parties are being productive in finding a new deal. If one or both parties fail to work towards a conclusion, the commissioners may use their discretion to move the holdout along.

11.0 SBL Player Transactions

  1. Roster Limits
    a. An SBL team must roster a minimum of sixteen players: four infielders, three outfielders, a catcher, at least 4 starting pitchers, and 4 relief pitchers.
    b. If an SBL GM cannot fill the minimum outline in rule 11.1a, they must submit a Bot Player list as noted in Section 12 with a number of bots that allow them to meet these requirements.
  2. Newly-Created Players
    a. All newly created players will be placed in the next SBLM draft.
    If a player is created mid-season, they can be signed to an SBLM team until they are formally drafted.
    b.GMs must wait at least 12 hours after a player is created to offer a contract.
  3. Trades
    a. Trades may involve players or draft selections.
    b. All trades must be agreed to by all participating teams’ GMs and vetted by the administration/BoG before being completed.
    c. If a neutral third party among the administration, BoG, or Commissioner declares a trade grossly imbalanced, the trade may be nullified by the league.
  4. GM Tethering
    a. A GM must draft their own player in the player’s entry draft as detailed in rule 8.2.d.
    b. The GM player may be traded away from their GM’s team or allowed to free agency with the following caveats:
    1. The player may not return to their GM’s team after he has been traded away or signed by a different team in free agency.
    2. A GM may trade down in the draft in order to draft their GM player, as long as the pick they receive is in the first round.
  5. Inactive Players
    a. An “inactive player” is one that has not submitted an update for 4 weeks.
    b. An inactive player will be kept in the league up to two seasons after their last season of activity (e.g. if a player goes inactive in Season 12, they would be retired at the end of Season 15).
    c. An Inactive player must still be paid according to the salary structure in Section 10.1.

12.0 Bots & Filler Players
  1. Bot Players
    a. Bots will be used to fill the roster minimum.
    b. Minor League Bots
    1. Bot players will be provided 100 TPE, which must be spent by the GM and submitted to the admin for approval.
    2. Bot players must be paid according to the scale described in section 10.1, which is the same scale used for primary players.
    3. Bot players may not earn TPE or use their earned contract money for any purpose.
    c. Major League Bots
    1. Bot players will be provided 250 TPE, which must be spent by the GM and submitted to the admin for approval.
    2. Bot players must be paid according to the scale described in rule 10.1.a.i, which is the same scale used for players.
    3. Bot players may not earn TPE or use their earned contract money for any purpose.
  2. Primary and Filler Players
    a. A user may have one “Primary” player and one “Filler” player at a given time.
    b. The primary player follows rules for the college cap as noted in Section 5.
    c. The “Filler” player in all seasons except Season 0 must meet criteria as follows:
    1. All TPE for a Filler must be earned by the user that owns the Filler.
    2. Filler players must be paid according to the scale described in Section 10.1, which is the same scale used for primary players.
    3. First Minors Season - 150 TPE cap
    4. Second Minors Season - 200 TPE cap
    5. Third Minors Season - 250 TPE cap
    6. Final Minors Season - 299 TPE cap
    7. Following the Playoffs in their final Minors season, a Filler may earn and add to 350 TPE.
    8. Once a Filler reaches the Major League, they may no longer earn TPE, and the user who created the player no longer controls them.
    d. The Primary Player can earn TPE every week without a hard player TPE maximum except as described in Section 3.1 (Capped TPE) and Section 5 (Minors Rulebook).
